Is it correct to say 'make dishes' to mean 'cook dishes'?

Yes, you can make a dish (of food).
make french fries, make a cake, make dessert, make dinner, make coffee, make (a) salad...
"Make" is far more versatile than "cook", because the way you prepare the dish is not mentioned.
