killjoys are people who spoil the fun of others.
Highjinks (either singular or plural) are playful things people do with each other, and
sauciness is a cheeky attitude. I suppose the Sun is trying to encourage a light-hearted atmosphere in which camraderie will flourish. (At least, that seems to be their hope.)

That seems to be saying that they endorse right-wing politics as exemplified by the policies of Margaret Thatcher.
