I don't think this is a wise saying. It seems to have a straightforward meaning.
Goliath has always done well in battle. David is hardly ever victorious.
It might mean that big strong men will always have the advantage over ordinary men.
But in the Bible, in the end David outsmarted Goliath with his superior tactics.
