'From where' would be the most used. I think 'from which' would be the least used.

I agree with bhai.
I would use 'where' or 'from where'. But I would phrase it as follows:
I went to the top floor，from where I had a better view of the river.

The three choices mean roughly (leaving out the 'I went there' clause):
I had a better view of the river from the top floor.
I had a better view of the river on the top floor. (The context and common sense rules out the ambiguity of the river being on the top floor).
The top floor is the floor from which I could get the best view of the river.
