Yes, but your account hasn't matured yet. The teller can only transfer the whole $5000 into your web-saving account when it matures. You can then, whenever you want to, withdraw the $4000. The teller cannot transfer $1000 to your web-savings account and put the $4000 in the bottom drawer for you to drop by and pick up later.
The teller could only perform the transaction you are asking for if you were there on the maturation date. But you are not.

But to the grammar:
I want to transfer $1000 to my web-saving account, and take the remainder in cash.
... and takes what's left over in cash.
... and takes what's left in cash.
