From the moment she stepped into the busy road her fate was sealed.
Hello.
Cambridge Dictionaries Online - Cambridge University Press
seal your fate
If an action, event or situation seals your fate, nothing can stop some unpleasant thing happening to you:
- From the moment she stepped into the busy road her fate was sealed.
-------------------------------
Can I change "From the moment" into "The moment when"?

You could but it would be an awkward sentence, better would be 'The moment that she stepped....'

- From the moment she stepped into the busy road her fate was sealed.
- As soon as she stepped into the busy road her fate was sealed.
Do these two mean the same thing?

Merriam-Webster's Learner's Dictionary
the moment
: as soon as
▪ The moment the cameras are turned off, he is able to relax.
▪ Everything stops the moment she walks in the room.
------------------------------------
- She came on to me from the moment I arrived.
- From the moment they met, Jim and Jane got on like a house on fire.
- He thought that he would never be able to forget Sue. However, from the moment he met Sally, Sue went completely out of his mind.
- Cook, clean, wash, shop--her husband chained her to the oars from the moment they were married.
- From the moment Andy was introduced to the Boston girl, he was daffy about her.
What does "from the moment" mean, then?
