Please advise which sentence is proper: "Hi, this is Mel with Phoenix Institue." (or)
"Hi, this is Mel with the Phoenix Institute."

The correct sentence is:
"Hi, this is Mel with the Phoenix Institute."
As Phoenix Institute is "specific" institute so we have to use article "the".

I'd use "from" instead of "with".
