'cue', referring to playback of something recorded, means to set a piece of audio or video equipment in readiness to play a particular part of the recorded material.
So -, in Brit. Eng., we would say, "Cue the tape" referring to audio tape or video tape, meaning 'set the tape to the start of the recorded material we want to hear/see'.
'up' gives an added sense of 'right up to the point at which we want the tape to start' and so the character says, "Cue up the tape." This is most likely in American Eng.
