I know what a welcome mat is. But what is a cosmic welcome mat?

I think it should be apparent from the surrounding sentences you've given.
You put a welcome mat at your front door.
You put a cosmic welcome mat out into the universe. (Cosmos = universe).
It's a metaphor.
