Neither is a sentence. However, it would be better to use the second one. For example:

The point of the exercise was to help students have a better idea of the possibilities....

The first one means, "to help students who already have a general idea before the help".

Another example:


"To give money to those having the, completed, claim form."

They must have the completed form prior to getting the money.
