I was driving to work when suddenly a car cut in front of me.

Only the second. A car can cut in in front of you or pull out in front of you. It can't just cut.

Most of the time perhaps. But it does distinguish the meaning from:
I was driving to work when suddenly a car cut in in front of the car in front of me.
I was driving to work when suddenly a car cut in behind me (in front of the car behind me)
I was driving to work when suddenly a car cut in in front of a motorcycle in the other lane.
