What is the difference between them?

Thank You in advance...

"explain you" means that 'you' are the topic being explained clearly. The discussion will center around all aspects of 'you'.
"explain to you" means that some topic will be explained to you - clearly enough for you to understand it.
Without the to, you are the topic. With the to, you are the object of the explanation.
