Is "over the miles" a general expression for "many miles" or a specific miles? Why did he or she use "the miles"?

ex)While speed remains something new to mankind, it is bound to be in fashion. But for my part, I like crawling. When the roads were still empty of speeding machinery, they day seemed twice as long, as one passed over the miles so slowly.....

I think they used "over the miles" to refer to an unspecified distance. It means the same as saying "... as one passed over the miles of road so slowly."
