[Grammar] Meaning of the word & Structure of the sentence

"We have to get rid of the dictator to fulfil our just aspiration which is the domination of the whole Caribbean. And it is just that we should have it."

In the sentence there're two "just"s (in bold) both of which I guess work as an adjective meaning "deserved", the italicised "that" after the second "just" is the problem I have. I take it work the same as "so that", meaning to introduce a adverbial clause of result. But I haven't seen this usage before so really need some confirmation from the teachers of both the meaning of the "just"s and "that" please. Thanks.

'Just' means fair/deserved, etc. 'That we should have it = the domination of the whole Caribbean.
