Do you agree with me that "who is the best person to talk to/with" means the same as "to/with whom is it best to talk"?

I think that I am right, that's why I would like to check with you.

Even if they mean the same, which of them is idiomatic and acceptable to you?

Yes, they mean the same. "Who is the best person to talk to?" is the way most native speakers would say it.
