Hi

We need to reinstate the volunteer rescue squad program in our town.

Does it mean that they need to reinstate the activity of the volunteer rescue squad in this town? Or maybe it's got something to do with education?

It sounds to me as if they formerly had a volunteer rescue squad which was then disbanded, presumably in favor of a paid squad, and they want to re-establish the volunteer sqaud.
