As I see it, it means doing the same that was done before but from a new perspective.

In it, the skater is making his skate jump. That would be the old trick. But he makes it revolve 360 degrees in the air. That would be the "new spin" part.
Note that the expression does not refer to "spinning" literally. It just means taking something pre-existing and modify it in any way so that it looks new.
