Single Markers Enclosing Abbrev. At End of Sentence

If an abbreviation ends a sentence and is enclosed in single markers, do we also include a second full stop after the ending single quote mark - yes or no? See below.

I was told not to use the word 'etc.'.

Is 'etc.'. (with the second full stop at the end of that sentence) correct?

Also, if an ellipsis ends a quoted sentence, do we do the same (terminal punctuation after the ending quote mark below)? Is the sentence below punctuated correctly?

Joe said, "I'm the only one who assisted the organization ...".
