In your sentence, you feel that somebody wronged you. It does not imply that you were wrong or did anything wrong. Somebody treated you badly or unfairly.

No, "I feel wronged" does not mean that you feel that you have done wrong; or that others believe you have done wrong. It means that you feel that others have done the wrong thing to you.
