-He usually comes and has lunch with me every Tuesday.

Whyever should you think not? You can string verbs together with 'and', and they must all agree with the subject. This would change if you used 'to' in place of 'and':

'He comes and eats' means almost the same as 'He comes to eat', but in the first case, the eating is bound to happen every time he comes; the second could be followed by something like '...but if there's no food, he goes away hungry'.
