Can't we use the preposition 'by' in active sentences?

I don't really understand your point. The example doesn't use the word "by" after a sentence, it uses it as part of a sentence. Why do you think you can't use "by"?

For info, there are potentially two correct answers to the test question.

Yes, I corrected my question: Can't we use the preposition 'by' in active sentences?

That's perhaps because it's wrong. In multiple choice questions all but one of the options are usually wrong.

As emsr2d2 said there are two possible correct answers, but "woke up" is incorrect.

The correct formation of the sentence is passive, not active.
Loud noises wake us up. Loud noises woke us up. - active
We are awoken by loud noises. We were awoken by loud noises. - passive
