I want to write rules for the following places and I don't know which preposition I should use:
1. You mustn't ...... in a cafe/ in a park/ in a library.
2. You mustn't ...... at school/ at a swimming pool.

Is this correct?

I agree with "in" for #1. I also agree with "at school". For a swimming pool, I would probably say "Don't run around/near the pool".
