Please explain to me what is the meaning of "by an extraordinary reversal" in the sentence - By an extraordinary reversal, the use of the trustes is less favoured in these jurisdictions. Thank you

The writer would expect the use of the trust to be more favoured in those countries (for reasons that have presumably been made clear in the wider context of the book, or in the '[reasons]' you've omitted). Less => more is a reversal, and the writer regards it as extraordinary.
