It's a metaphor: to cut a flower before it blooms, when it is a bud. This means to stop a problem before it manifests.

It is so much better to get it from the horses mouth. While it is a metaphor, nipping something in the bud is totally informal. I think a lot of villains say it in movies. lol:up:

I think a lot of villains say it in movies. Only if they received a fairly formal education.
