The captioned = the title/subject?

I often see the phrase 'the captioned' (e.g. with regard to the captioned...)

Is it used correctly and does it just mean 'the title' or 'the subject'?

Is it commonly used in email writing?

I have seen it used by some learners on this site. I have never seen it elsewhere.

I could only find three hits on Google for it in that usage and they were all on Chinese language websites. "I refer to the captioned matter" was given as "I refer to the information under the title" on one.

I wouldn't use it in English though. It's not a natural usage for us.

Oh my god! I thought this is a very popular set phrase in Business English. I can't believe it's not common and it's not natural to native speakers' ears.
