The error is a directory permissions error (my fault I guess). The rest is something you should take up with the software manufacturers on their site.
The uploader is loathsome
I'm trying to upload a simple 38Kb doc file, and I keep getting error 500 (which says'...error # 2038' I think, but the stupid GUI doesn't let me cut/paste the message...)

PS Development on this GUI strikes me as distinctly developer-led, regardless of the wishes of users. The new Upload engine is a good example. Why would a user want to see a list of files already uploaded? If I wanted to upload again I'd just link to the old one. So why does the GUI clutter up the screen with a virtually indecipherable bunch of meaningless icons? ['Devo: Aha, but you can choose the View. Isn't it Cool?' Me: 'Yes, as cool as yesterday's porridge. Why waste my time choosing a layout when the resulting layout is of information that is of no use to me anyway? You did it just because you could knowing it would waste my time - because getting approval from your peers is infinitely more important than useability'.
Generally the GUI does things just because it can. It is bad software. [Just saying]

Thanks. I found a setting that makes uploads behave as before. Perhaps this could be the default...?
I tried again, and got this error:
bFatal error:
Could not create file system directory to hold your attachment.
Unable to proceed with save while $errors array is not empty in class vB_DataManager_AttachmentFiledata in [path]/includes/class_dm.php on line 849
