One solution might be to give Key and VIP members the ability to act as an emergency moderator -- not for 'normal' moderating, but to provisionally delete or render invisible posts which are outright obscene on the face of them.

I think it's a good idea. The stackexchange network has a system giving users more and more moderation privileges as they get experienced and it seems to work really well. Of course it would be impossible to adopt the system here, but if konungursvia's idea is technically feasible, then I think it would be good to try it out.

If the trolling is being done by the same person all over again, why aren't they given a ban on their IP address? Or do they connect from a different IP every time they create a new account?

That would be bad idea. Not everywhere everyone uses a personal computer so that they will have a same and individual IP address. In colleges and browsing centers, a single computer is used by many people. No one knows whether there is a troll member in those users. If, by your plan, an IP address was banned because of unethical behavior of one person then a lot of genuine students who maybe a part of this forum will suffer.


I think that most of the users here can help to eliminate the troll members as soon as possible. If one sees a post appearing against forum rules then he can report that post immediately. If a post reaches certain number of reports, say five, then the thread and the member can be prevented from doing anything in this forum like posting a new thread until any moderator comes and clear the allegation of posting against forum rules.

I agree with David11's points. Also, many people use proxies so have a number of IPs, and spoofing IPs is very simple, so it's not a very effective method. So we'll just have to keep kicking their accounts when they open them I'm afraid.
