Why I can't post new thread?
I am registered user, I like to post new threads in the area of (beginner, intermediate, idioms, advanced, etc.) apart from `ask a teacher' area.
What should I do to post threads there?
Could anyone tell me?

area is reserved for us to ask you questions. You may post in most other areas of this forum.

We put polls in that section so that users can practise their English. You can add posts to the thread, but you can't start them- there are other areas where you can do that. There is also an idioms area where you can post.
