Hmmm...well, although I don't understand the sentence, I can give you a couple of possible meanings of 'past' in this general context.

To go past something is to pass by it. 'I go past the post office on my way home.=I pass the post office...'
To 'get (something) past' is to use whatever means necessary to have something approved or otherwise allowed 'to pass' literally or figuratively. 'I was happy to get past Customs without having my bags inspected.' 'I was happy to get the amendment past the Rules Committee without too much discussion.'
