    I'd like to know the difference between "(1)" and "(2)".

    1. Your health is too important not to ask questions. Don't be afraid to question your doctor.

    2. Your health is too important to not ask questions. Don't be afraid to question your doctor.

    No difference in meaning; some grammarians do not like the split infinitive ('to not ask') in (2).
