Default What does this sentence try to say?

"From starting out scandalised by the effects that becoming a surrogate ofthen had on the women involved, she turned full circle, enthusiastically embracing what had become 'the programme' and publicly extolling the virtues of letting someone else carry your baby."

Just can't get my head around the underlined part. Is the subject "she" scandalised?

    Thanks for your help~

Yes, she was initially scandalised by this - where 'this' means "the effects that becoming a surrogate often had on the women involved".

But then she turned full circle. (In fact, she only turned half-circle, otherwise she'd be scandalised all over again. But this is a common error, at least in English)
