Do you have an English grammar book? If so, do you study it? Do you have other English books that teach the language?
Grammar is one component of language that you don't have to learn in interaction with others. You can sit down and learn it.
Of course, if you eventually want to become fluent, you will have to speak to other people in English. But while you are waiting for those people, reading a well-structured and paced 'How to speak English' book should be very helpful.
