    goal

    Can I say both the goal should have counted and the goal should have been counted? Are both equally common? If a goal didnīt count (wasnīt counted?), it was disallowed. Is there another common way to say it?

    You can use the second one; the passive form with a 'not' but no question mark or The goal was not counted.which are common, but The goal was disallowed.(by the official refree). is the most common. It is taken as the official version that something (the goal) cannot be accepted because it has not been done in the correct way;
