    Did I make myself clear

I would like to know whether the sentence

'Did I make myself clear about sth'

expresses some kind of harshness or impoliteness. Is it a strong expression, in the sense that it may upset someone?

P.S.: Feel free to correct any mistakes in this post

It depends on the context and the tone of voice used, said in a certain way it could sound harsh or impolite.
