    Is it natural to say:
    1) He speak English withoiut an accent
    2) He speak English with no accent

    Both sentences are ungrammatical-- you should proofread before posting, as it is difficult to distinguish your typing errors from your language errors.

    'He speaks English without an/any accent' and 'he speaks English with no accent' are all natural.
