    When someone said "the car is as distinctive as the driver at its wheel". What does it mean?

    "the car is as distinctive as the driver at its wheel"

    When someone is "at the wheel" it means he is driving.

    Your sentence means:

    The car is as (unique, special) as the person who is driving it.
