    Default criminals get caught

    a. Criminals get caught.
    b. Criminals do get caught.

Which of the above sentences means ALL criminals get caught and which means SOME criminals get caught?

I feel first one means some criminals get caught and second one means all criminals get caught. Though its not clearly indicated in those statments.
