    year on year

    Hello.

BBC NEWS | UK | Small town 'online crime hotspot'
"The problem's been getting worse year on year and there's a lack of policing, mainly because it's a difficult crime to investigate."

What does year on year mean? The same as "year by year," which means "as each year passes"?
year - Definition from Longman English Dictionary Online

    Thank you.

Yes, you are correct. It means "as each year passes."

    Not a teacher.

    Re: year on year

    - year by year
    - year on year
    - year for year
Do you happen to know any phrases which mean the same as these phrases?

annual, annually, once a year, per annum, perennial, regularly, year by year, yearlong -- these aren't phrases, but may replace Year for year.....

Is it true that they are not phrases?
