    With regard to - 'regard' is a noun.)
    As regards - 'regards' is a verb

    With regards to - 'regards' is a chimera. Unfortunately, I hear this version more and more - and to this extent, some observers may regard it as standard. If I were you, I wouldn't use it in an exam; being me, I don't use it at all.
