    He talks the talk but he cannot walk the walk.

    When it comes to talking, he talks and talks and talks. ("A man should do this and that, a man should be brave, a man should fight for his rights, etc. etc.")
    But when it comes to actually taking action, he cannot behave the same way, he cannot act in the same way he talks. (When he actually has to fight for his rights, he cannot, instead, he runs away because he's coward.)

    He presents himself as competent and confident in the way he talks, but it seems that he can just talk; he really can't do what he says he can do or what he presents himself as being capable of.
