    As for a book title, is "the-article' necessary?
    For instance:
    The Databank of ~ or Databank of ~
    The Dictionary of ~ *or Dictionary of ~

    Generally speaking, it's up to you.
    'The' gives the impression that it is the only one. This can, of course, be modified: The Physicist's Databank of ..., or The University of *** Databank of ...
    Another possibility is 'A':
    A Databank of ...
