    I have never heard this exact expression, but it sounds to me as though it means, 'If you keep moving forward (with your plans, wishes, dreams), your willingness to do so will create its own energy and push you onward. To 'feel the wind at your back' suggests that you are not having to fight a wind coming toward you, rather, you are moving in the same direction as the wind and being aided by it.
