    Default Where/What are they thinking about ?

    Can one use "Where are they thinking about ?" as well as "What are they thinking about ?" and do these 2 questions have the same meaning ?

    the second sentence is correct whereas the first one isn't.
    "Where" refers to a location, so you could ask "Where are they?" but it always has to be "WHAT are the thinking about?".
