the word "subject" part of speech

I'd be very grateful if you could let me know what part of speech
the word "subject" is in the following sentence:

Yet the availability of human embryos for the production of stem cells
is limited and subject to considerable ethical controversy and legal restrictions.

I need this piece of information for a project I am writing. I think it is an adjective, but
I'm not certain. The more examples I read in dictionaries (e.g. Oxford English Dictionary),
    the more confused I am.

Thank you very much in advance.

I think that it depends how you read the sentence, at first I thought it was an adjective, but on reflection I'd say it's a verb.

Thank you for all your replies.

That is exactly my problem bhaisahab. I cannot make my mind up
whether it's an adjective or a verb. The problem is I have to be
specific with regard to that. Maybe I shall toss a coin.

    They are also pronounced differently.
"to be subject to" is an adjective.
The verb is stressed: "to subject something to"
