    "dear sir" for low rank person

    Is it correct to write "Dear Sir" when we address a person in lower rank than the sender's ? such as the minister addresses the company's manager .

    Yes, you can use "Dear Sir" or you could use the persons name "Dear Mr Smith" for example.
