    Sentence Construction

    I hate myself for not paying more attention in English.


    I need to deconstruct two sentences, both are almost completely the same, save for I have replaced the word 'whether' with the word 'that' in the second sentence


    “In determining whether the person has a well-founded fear of being persecuted…”


    “In determining that the person has a well-founded fear of being persecuted…”


    I am trying to explain the need to use the word 'that' instead of 'whether'. The following sentences lists circumstances that may be taken into account when determinin 'the person' has a fear of being persecuted...


    Can anyone help me with this? I would really appreciate it!

    There's nothing in the phrases you've written to suggest the need for one or the other choice. Why do you think you need to use 'that' in this case?
    Is the sentence in red the actual sentence which you think needs 'that'?
