Default How are these words rearranged to form a complete sentence?

    Where/were/last/night/you/we/they/when/both/arrived/?
This is one of the questions in my test today and I really don't know how to answer it. Is there any problem with the question?
    Thank you!

Where were they last night when we both arrived?
Where were you last night when they both arrived?

I think it is hard to insert (we,you, they) together.

    Hi!

If you want all the words to be used in one sentence you have to add the conjunction "and":

Where were you and they last night when we both arrived?

So I think that there should be the word "and" added to the test question, like that:

    Where/were/last/night/you/we/they/when/both/arrived/and/?...
