    Question a tale of two actions

    The Age of Obama, so far at least, seems less about Obama as a black community game-changer than as a White House gamesman. Itís unclear if there will be a positive Obama Effect, but an Obama Backlash is increasingly apparent. Meanwhile, black people are also living a tale of two actions: grin and bear it.
    What does 'a tale of two actions' refer to? Does two actions refer to 'grin' and 'bear'? Why did the journalist use a tale?

    P.S. I understood what 'grin and bear it' means.

    Thank you for your help.

    The journalist mentioned about A Tale of Two Cities in the first paragrah of his article. It is cool to use a tale of two actions at the ending. I was kind of being retarded.
