    I would like to know the subject of "face" in the next sentence.
    Underemployment is a broad measure of the labor market opportunities facing workers.

    This is an interesting question.

    "Underemployment is a broad measure of the labor market opportunities facing workers." can be rephrased to "Underemployment is a broad measure of the labor market opportunities faced by workers."

    In the end, workers face underemployment, not the other way around.

    (NOT a teacher) Perhaps the subject of "face" is "the labor market opportunities." The complete sentence may be: Underemployment is a broad measure of the labor market opportunities (that are) facing workers. ("that" = relative pronoun that refers to "the labor market opportunities.")
