    outgoing investigation/spot investigation/commercial investigation

    What do "outgoing investigation", "spot investigation", "commercial investigation" mean?

    Spot= place, so a spot investigation is carried out at the relevant place, possibly without warning.
    Commercial invetsigation = using a paid for service to investigate something

    I don't know 'outgoing'. Could it be 'ongoing'? If so, it would be unfinished.
